American affect for the plight of former Soviet republics is taking on fresh meaning with the proliferation of "sister city" relationships.
The universal of sister city is not a novelty. The Town Affiliation Association of the United States, better known as sister Cities International (SCI), was constructed in 1956 and represents through the whole extent of 1,400 affiliations with cities around the world - nearly 100 with Commonwealth of Independent States (CIS) cities.
