Cover Story: PRACTICING STATE; The Ins and not at homes of a Young Republic.

Karabakh now has all the attributes of an independent state: have charge of
over its own, 2000 square miles of territory, a rule structure,
and the freedom to deportment its own foreign affairs - facilitated,
to a great stretch by the opening of the Stepanakert-Lachin-Goris
motorway which has guaranteed Karabakh's access to the outside world
through Armenia. Still, the international community, including Armenia,
has still to formally recognize the Republic of Mountainous Karabakh
as an independent state.
